President / CEO
Jamie Monozon
Jamie Monozon is an executive leader with 25+ years of experience driving growth, operational excellence, and community impact across nonprofit and for-profit sectors. As CEO of the San Bruno and Pacifica Chambers of Commerce, Jamie supported local businesses, advanced economic development, and expanded community engagement through signature programs, sponsorships, and collaborative initiatives addressing homelessness, workforce development, and economic resilience.
With a background in executive management, sales, and financial oversight, Jamie applies a strategic, people-centered approach to nonprofit leadership and volunteer service, contributing to housing, youth, and civic organizations with a focus on measurable impact.

Executive Board Member / Secretary
Janet Fogarty
Janet Fogarty is the Secretary of the Board of Directors of the Millbrae Chamber of Commerce. She is an attorney and the owner of the Law Office of Janet Fogarty. Ms. Fogarty is a past Mayor and former Councilmember of the City of Millbrae. She previously served as President of the Millbrae Chamber of Commerce and was a member of its Board for two terms. She also serves on the Board of the Millbrae Community Foundation and the Board of the Rotary Club of Millbrae, where she is President-Elect for 2025-26.

Board of Director
Gina Papan
Gina Papan previously served on the Millbrae City Council in 2005, was re-elected in 2009, 2015 and again in 2020. She has served three terms as Mayor in 2008, 2013 and 2018. Gina began her professional career as a corporate attorney, but soon moved on to become a Deputy Attorney General for the State of California where she has served the public for close to 25 years, protecting civil rights, investigating, and litigating on behalf of citizens in cases involving fraudulent use of taxpayer money. In 2019 Gina was appointed to serve as a commissioner representing the twenty cities in San Mateo County on the Metropolitan Transportation Commission (MTC).
Gina grew up in Millbrae and graduated from Capuchino High School. She earned her Bachelor’s degree at the University of California, Santa Barbara where she studied finance and economics. Gina earned her law degree from University of the Pacific’s McGeorge School of Law and later completed the Senior Executives in State and Local Government program at Harvard University, Kennedy School of Government.

Paul Larson
Born in Burlingame and a dedicated Millbrae resident, Paul Larson is a second-generation funeral director and owner of Chapel of the Highlands - Funeral & Cremation Care Professionals, the longest-running family-owned business in Millbrae, established in 1952 by his father, Clarence Larson. Paul’s community involvement includes serving as Board Chair, Past President, and current Director of the Millbrae Chamber of Commerce; Past President of the Millbrae Lions Club and the Peninsula Council of Lions Clubs; Life Member and 1st VP of the Millbrae Historical Society; and President of the Italian Catholic Federation Branch 403 at St. Dunstan’s. He was named Millbrae Man of the Year in 2019 and has received multiple awards, including Business of the Year, Excellence in Business, and Millbrae Beautification Awards, as well as commendations from local and state officials.
When he's not serving the community, Paul enjoys traveling, ocean cruises with his family, home and garden projects, exploring new restaurants, watching films and historical programming, photography, and staying current with news and new experiences.

Albert Yam
Albert joined the Chamber of Commerce Board of Directors in 2025. He is dedicated to fostering collaboration between businesses, government, and community organizations to enhance economic prosperity.

Professionally trained in actuarial science and data analysis, Albert has a strong foundation in finance and risk management.
​
He also has a keen interest in entrepreneurship. Influenced by his parents, both of whom were entrepreneurs, Albert founded businesses in wine hospitality, wine education, and health advocacy. He values support for small businesses and remains committed to his mission of creating a vibrant and supportive business community in Millbrae.

Ron Frediani
Ron Frediani has been involved with the Chamber for the past 30 years, including serving on the Board of Directors and volunteering at the Art & Wine Festival. In addition to his work with the Chamber of Commerce, Ron volunteers at many Millbrae events and is a Past President of the Millbrae Lions Club. Ron and his family own Associated Window Cleaning (AWC), a family-owned business in Millbrae for 75 years. Having lived in Millbrae for 58 years, Ron is dedicated to making the city the best place on the Peninsula to live and do business. He wants everyone to know that his door is always open to anyone interested in joining the Chamber or needing assistance with anything related to the Millbrae community or its businesses.

Catherine Quigg
Catherine has been a Board member of the Millbrae Community Foundation since 2005, currently serving as co-treasurer and previously as president. Her community involvement includes past roles as treasurer of St. Dunstan's Women’s Club, president of Soroptimist International Millbrae-San Bruno, chair of the Millbrae Planning Commission, and trustee of the Millbrae Historical Society. She was honored as Millbrae Woman of the Year in 2008 and Businesswoman of the Year by the ABWA in 2009. Catherine retired from Wells Fargo Bank, where she worked in customer service, mortgage lending, and training. She now serves as Treasurer on the Millbrae Chamber of Commerce Board.

Gordon L. Dito, EA
Gordon is a seasoned business and tax advisor with 50 years of experience in closely-held businesses. He began his career as an IRS Agent before joining his father's firm, Dito Accountancy Corporation. Gordon specializes in resolving complex business and tax issues, leveraging his expertise to identify opportunities and anticipate challenges for clients. He holds memberships in the National and California Societies of Enrolled Agents and is a Fellow of the National Tax Practice Institute. Gordon earned his BS in Accounting from the University of San Francisco and remains actively involved in Millbrae, where he has served as a Planning Commissioner and is engaged with local civic organizations like the Millbrae Lions Club and Chamber of Commerce.

Anne Oliva
Anne is the Broker and Owner of Omarshall, Inc., a family-owned real estate business with deep roots in the Bay Area. With a career that began in 1986 and a broker’s license since 2003, Anne provides exceptional, personalized service, continuing a legacy of real estate excellence that started with her father in 1959.
A long-time Millbrae resident, Anne served on the Millbrae City Council and as mayor in 2015, 2016, 2021, and 2022, focusing on public safety, property rights, and revitalizing the local economy. She has been recognized with the Women of Influence Award and is actively involved in several real estate associations, including SAMCAR and the California Association of Realtors.
Anne enjoys running, cooking, and spending time with her family, including her twin grandchildren. She has been married to her husband, Jose, for 43 years, and their son, Joey, works alongside her in the business.

Sunny Au Yeung
Sunny Au Yeung is the Creative Director and a founding partner of Sincere Home Decor, a Bay Area home remodeling and building materials company serving the community for over 37 years. With experience in interior design, marketing, retail staging, and business operations, Sunny focuses on creating functional, beautiful living spaces. He has also developed and operated several hospitality venues in the U.S. and Shanghai and remains committed to supporting local businesses and community growth.
